Employer of Record in Kazakhstan

Situated between Eastern Europe and Asia, Kazakhstan is emerging as a must-visit destination and has established itself as a major economic force in the region since gaining independence in 1991 following the dissolution of the Soviet Union.
Kazakhstan is not only a witness to history, but also a place that attracts many investors thanks to its natural resources and dynamic development policy. However, entering the country’s labour market can present complex challenges and specific administrative procedures. Therefore, freelance administration appears to be an effective, flexible and practical solution for responding to professional opportunities in this fast-growing country.
What is Employer Of Record ?
EOR is based on cooperation between three entities: the administration company, the client company and the candidate employee. In this model, Salveo acts as a mediator, facilitating interactions between the employee and the employer, and assuming various legal responsibilities such as immigration, employment and remuneration issues. It is crucial to note that this collaboration involves shared management, particularly with regard to the administrative tasks associated with the employee’s role. However, the client company retains responsibility for the fundamental decisions concerning the content of the position, its development and remuneration, which it then communicates to the umbrella company.
The advantages of EOR in Kazakhstan
EOR offers three main advantages:
- Easy access to the labour market: for foreign companies wishing to enter the Kazakh market, wage portage offers a practical solution.
- Simplified management of administrative formalities: by acting as an intermediary between the employee and the employer, the freelance administration company takes care of the complex administrative aspects of employment, such as tax issues and legal compliance.
- Reduced legal and financial risks: wage portage offers a flexible solution for hiring staff without the constraints and costs associated with direct recruitment
